Notice To Bidders: Recycling Contracts

BOROUGH OF MIDLAND PARK NOTICE TO BIDDERS COLLECTION OF RECYCLABLE MATERIALS Sealed proposals will be received by the Borough of Midland Park in the Municipal Building, 280 Godwin Avenue, Midland Park, New Jersey, on December 5, 2013 at 10:00 a.m. for the providing of curbside recyclable materials collection and removal services from all residential properties, churches, public buildings and public recreation areas, as well as one (1) container at the DePhillips Recreation Center, in the Borough of Midland Park for the ONE (1) to THREE (3) year period commencing on January 1, 2014 and terminating on December 31, 2016, in accordance with specifications on file in the office of the Borough Clerk in the Municipal Building.

Specifications for the proposed work may be obtained by prospective bidders at the office of the Borough Clerk, between the hours of 9:00 a.m. to 4:00 p.m., Monday through Friday inclusive. Bidders shall be required to submit a proposal for a ONE (1) year contract, as well as for TWO (2) year, THREE (3) year contract. Each period shall require a proposal for the current "dual stream" system whereby collections are made on Friday, with one (1) Friday being for pick up of co-mingled items and the alternate Friday being for the collection of paper and cardboard items, as well as for an alternate "single stream" system whereby all items are collected from the entire municipality each Friday.

In addition to submission of the two proposal forms, each proposal must be accompanied by those documents set forth on the bidding documents checklist, and such documents must be completed in full. The Mayor and Council reserve the right to examine the bidding documents and if not satisfied with the sufficiency thereof, to reject the bid. In addition, the Mayor and Council further reserves the right to waive any defect deemed immaterial when determined to be in the best interest of the Borough. Each proposal must be placed in a sealed envelope, addressed to the Borough of Midland Park Municipal Building, 280 Godwin Avenue Midland Park, New Jersey, 07432, with the name and address of the bidder and the words "Bid for Collection and Removal of Recyclables" printed thereon, with the bid opening date and time.

The bid must be accompanied by a certified check, cashier's check or a bid bond payable to the Borough of Midland Park from a surety company acceptable to the Mayor and Council for ten (10%) percent of the amount bid provided that said check or bid bond need not be more than Twenty Thousand ($20,000.00) Dollars.

Bid proposals must be delivered by hand or by mail to the Borough Clerk at the Municipal Building during regular business hours but no later than 10:00 a.m. on December 5, 2013. All such bid proposals will be accepted at the sole risk of the bidder. The Mayor and Council reserve the right to reject any or all bids for any cause whatsoever. Bidders are required to comply with the requirements of all laws and regulations affecting the same.
